Energy Efficiency Projects in Ukraine

Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine

Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine (Minregion) is a beneficiary of the project and its main partner.

Cooperation with Minregion is based on the agreement of project implementation, which was signed in January 2015. A sphere of cooperation and specific tasks, which both parties are willing to work together on, are defined in the Agreement.

The main support of the Project was focused on the development of the Strategy Paper, which contains an analysis of the existing Ukraine’s energy efficiency market and proposals concerning strategic steps on the way of its reforming. A final version of this document under the name “Energy efficiency in Ukraine: on the way to reforms” was presented together with Minregion to the public during the XІ International Congress “Institutional and technical aspects of reforming housing and municipal economy – 2015” on 10 November 2015. An important part of the cooperation devoted to participation Project’s expert in the working group on energy saving and energy efficiency issues in the housing economy which was established at Minregion.

On Minregion’s request and in close cooperation with it, Project expert also prepared a methodological recommendation concerning the mechanism of development and implementation of investment projects for increasing energy efficiency in multistoried buildings (recommendations can be found here). In order to explain a process of development of energy efficiency projects in detail and to inspire head of condominiums to implement them Project in close cooperation with regional/local authorities and condominiums associations and with the support of Minregion has been conducting a series of regional trainings “How to Develop and Implement Energy Efficiency Projects in Apartment Buildings”. Altogether 10 trainings are being organized in different regions of Ukraine in 2016-2017.

A lot of attention Project pays also to diverse awareness raising events and capacity building measures. Thus, in July 2014 and June 2015 representatives of Minregion took part in the study visits to Germany, where they learned about energy efficiency on the national and regional level in commercial and public buildings in Germany. Also Project supported Minregion’s events, in particular, meeting of National Council on condominiums issues in the frame of the International Congress in Kyiv “Institutional and technical aspects of reforming housing economy” (November 2014) and I Allukrainian practical conference “Comfortable energy efficient building is today’s requirement” in Odessa region (July 2015).
