Odessa City Council is a close partner of the project. Cooperation with the Odessa City Council is based on the Memorandum of Understanding which was signed in November 2015. Specific tasks and goals of the cooperation are defined in the Memorandum with the main goal to establish an energy agency with highly skilled staff and a portfolio of designated services.
After several rounds of negotiations and meetings a decision to establish Odessa Municipal Energy Agency (OMEA) within the existing Communal Enterprise “Agency for Development Programs of Odessa” was made by the City of Odessa.
OMEA was created in April 2015 and hiring of OMEA staff was completed via open selection procedure in May 2015.
On June 10, 2015, OMEA had recorded its first success – decision of the Odessa City Council to join the Covenant of Mayors, an all-European climate initiative, was supported by the majority of Council members.
In August 2015 Mayor of Odessa had authorized OMEA via his personal decree to develop a Sustainable Energy Action Plan for the City of Odessa, as well as prepare a concept of the municipal energy management system, including development of the energy monitoring tools.
During October-November 2015 OMEA plans to conduct a number of trainings for the municipal employees who will be mandated the functions of an energy manager at their municipal institutions. Heating season 2015-2016 will be the first season in Odessa when municipal institutions will be included into City-wide energy monitoring system which will monitor everyday consumption of the resources.
OMEA is also very active in the investment area, arranging different events on this topic in Odessa, like a seminar on June 16, 2015, which attracted representatives of IFC, NEFCO, European Commission, GIZ and others. Cooperation with the above mentioned international financial organizations is currently in progress with the first results to be demonstrated during the next year.
