Through the establishment and consulting support of Odessa Municipal Energy Agency (OMEA) the potentials for energy savings and an increase of energy efficiency at the regional and municipal level will be explored and first projects will be implemented. Consulting and networking activities at the national level will facilitate appropriate framework conditions.
The target audience comprises decision makers at the national and local level, the management as well as employees of municipalities and municipal entities, public utilities, infrastructure and building operators, plus private companies and private consumers.
Project’s components & planned outputs
The Project’s activities are concentrated in two areas:
1. Cooperation with Ukrainian authorities at the national level.
As a result of this cooperation a strategic paper will be developed for the political decision makers which will foster the establishment of energy agencies and implementation of energy efficiency measures.
2. Establishment of energy agencies in two pilot regions.
With the project’s support, a business plan for OMEA will be developed and implemented by qualified employees. OMEA will provide a fixed range of services for municipalities and other customers. Experiences will be formatted as Good Practices and presented to other regions and municipalities in Ukraine.
