Objective

Through the establishment and consulting support of Odessa Municipal Energy Agency (OMEA) the potentials for energy savings and an increase of energy efficiency at the regional and municipal level will be explored and first projects will be implemented. Consulting and networking activities at the national level will facilitate appropriate framework conditions.

Target audience

The target audience comprises decision makers at the national and local level, the management as well as employees of municipalities and municipal entities, public utilities, infrastructure and building operators, plus private companies and private consumers.

Project’s components & planned outputs

The Project’s activities are concentrated in two areas:

1. Cooperation with Ukrainian authorities at the national level.

As a result of this cooperation a strategic paper was developed for the political decision makers which foster the establishment of energy agencies and implementation of energy efficiency measures.

 

2. Establishment of an energy agency in a pilot region.

With the project’s support, a business plan for OMEA is developed and implemented by qualified employees. OMEA provides a fixed range of services for municipalities and other customers. Experiences will be formatted as Good Practices and presented to other regions and municipalities in Ukraine.

Support to partners

The Project provides technical support to its partners and foresees training in know-how, consultation and advice in the energy efficiency sphere, with particular regard to:

  • conduction of necessary studies, analyses and overviews;
  • development of a business plan for the energy agencies;
  • training of staff of the energy agency and other stakeholders in the energy efficiency sector;
  • technical support to the development of pilot projects of the energy agency;
  • development of a business plan in collaboration with OMEA.
